ST. CATHARINES MONDAY NIGHT DART LEAGUE
CONSTITUTION

1. The league shall be known as the St. Catharines Monday Night Dart League.

2. The Executive shall consist of a President, Vice-President, Secretary-Treasurer, Statistician, Director, to be elected annually as well as an immediate Past-President or Honorary member, in the event there is no immediate Past-President.

3. An annual general meeting shall be held each year on the Monday night following regular season play, for the purpose of electing a new executive as well as reviewing the rules of the league.

4. During the season the league shall hold regular meeting for conducting the business of the league.

5. Each team playing in the league is requested to have a representative to be present at meetings. (Not necessarily the same person at each meeting).

6. All teams attending regular meetings shall receive a 10 point bonus to be added to their standings.

7. A quorum for meetings shall be no less than 33% of teams reps.

8. A quorum must be attained at meetings to settle a protest or grievance.

9. A protest or grievance must be submitted to the Secretary-Treasurer within seven days of the infraction and shall be dealt with at the next regular meeting.

10. Executive officers may vote at a meeting only if they represent their own team and the chairperson shall only vote in the event of a tie.

11. Meetings shall be guided by Robert's Rules of Order.

12. Any executive member missing 2 consecutive meetings without just cause must resign his position. In this case a three man committee from the executive will have the right to appoint a new man for the position needed, except for the President's position.

1. No team shall be allowed to play in the league if their place of play is not within the St. Catharines or Thorold city limits.

2. No player or team may play unless his or their dues are paid in full to the Secretary- Treasurer, and duly registered.

3. Any team playing an illegal or unregistered player will automatically default the match in question.

4. Player transfers will be allowed up to the halfway playing point of the season, provided the transfer is completed by the Secretary-Treasurer. There shall be no additions or transfers after the halfway point.

4a. A player may be replaced after the halfway point only in the event of extenuating circumstances and only at the discretion of the League Executive.

5. Players may not transfer more than once in any season.

5a. Players may only be registered in one Monday Night League.

5b. Players must play 1/3 of regular league games to be eligible for playoff play.

6. If any team has less than 51% of its registered players from the previous season they are considered a new team.

7. The winning team shall be responsible that the scorecard be in the hands of the Statistician by wednesday midnight the week of the game played. Failing this the winning team will lose all their points and the losing team will retain its points for that night, also

8. The league will have drop off points to which all scorecards and correspondence will be dropped off or delivered to Statistician.

9. The league shall only accept membership from males, of the age of majority.

 10. The following information shall be included on the league playing schedule: the executive names, addresses, phone numbers, team names and drop off areas for score cards or other correspondence.

11. The Secretary-Treasurer or suitable rep will be present a minimum of 30 min. prior to the start of the AGM meeting to register motions to be presented during the AGM meeting. Submissions will cease 5 minutes prior to the start and no new submissions will be permitted after this time for inclusion at the meeting and no new motion from the floor during the meeting will be permitted. Motions for extra events that the league is involved with after the date of the AGM meeting, playoffs of Peninsula Cup for example, may be dealt with separately at a regular meeting in the future.

1. Matches shall be played upon professional type bristle dart boards that are in good condition.

2. The board shall be 5 ft. 8 in. (173 cm) from the floor to the center of the bull.

3. The toe line shall be 7 ft. 9 1/4 in. (237 cm) from the face of the board. (Plumb line to the floor.)

4. The toe line may be any length and a player may move along it while always standing behind it.

5. No player other than the marker shall be allowed to stand or sit in front of the toe line.

6. The number 20 shall always be black.

7. Start time is 7:30 pm; default time is 7:45 pm unless prearranged.

8. Defaulting team will be minused points. The attending team will receive a "Win Total" of the average score of the team, or the average of the points scored against the forfeiting team, whichever is higher.

9. All games are double in and double out.

10. The bull is a double.

11. Matches are 20 games, one point per game for a total of 20 points.

12. A match consists of 5 five-man team games, 5 doubles, 5 singles and 5 double cricket. Team games are 501, doubles are 501, singles are 501 double in and out.

13. No person may play more than two doubles and two doubles cricket and never twice with the same partner.

14. No person shall play more than one single.

15. A player must be present before the doubles commence in order to be eligible to play.

16. No team shall be allowed to play with less than 4 players.

17. In the event of a 4 man team, a dummy score of 26 will be allowed as the 5th player. The 4 man team throws in succession with no interruption until they double in. The dummy is the 5th score to be chalked up. The dummy score ceases at 100 points and the 5 man team will get two throws at the finish where the dummy score was. The 4 man team defaults one doubles, one singles and one doubles cricket. If both teams have 4 players, the match is 16 points.

18. The home  team has choices for bull up first, put their names first and mark player selection first. Home team is to mark score.

19. Marker is responsible for calling the bullshot.

20. Abbreviations are not used in scoring.

21. Score to be on the left, remainder on the right.

22. Automatic scorers are not permitted for league play. Scores must be marked with chalk or markers to permit checking of scores.

23. In the event of a marking error (addition or subtraction) the score shall stand as marked if it has not been contested before each team completes one more throw.

24. If a player throws out of turn he scores 0 and the turn is lost resuming with the next correct player. Order to be marked beside names.

25. Score shall be taken from point of entry and darts shall not be removed from the board until scorer and thrower have agreed.

26. A game is ended when a dart hits a finishing double. (Stays in the board).

27. Three darts in a bed does not constitute a game unless the score finishes the game as set out in the rules.

28. A player is not allowed to practice on another board while that player or players are playing a game at that time. A penalty of a missed turn and a zero score shall be imposed.

28a. No team members shall practice on either side of the game board when a game is in play.

29. Teams who qualify for playoffs play as follows:

1st plays last;

2nd plays 2nd last;

3rd plays 3rd last; and so on.

29a. A team that forfeits any match in the playoffs is considered the loser for the entire playoffs.

30. The player selected to "Bull Up" does not have to be the starting player for that game.

31. All ties for high score, high starts, and high finishes will be awarded trophies or awards.

32. All tournament and playoff high scores, high starts and high finishes excluding fun night will be awarded trophies or awards and will be recognized as not being from regular league play.

33. All high scores, high finishes, high starts, and 180's recorded on score cards must be signed by opposing captains.
